More states challenge EU emissions caps

Latvia and Lithuania have become the latest countries tolegally challenge the European commission over cuts to national allocation plans (Naps) for phase II of the EU emissiontrading scheme (EU ETS), bringing the total to seven.

Latvia said on 31 July that it would lodge a complaint with the European court of justice by 26 September.

Lithuania to join international inpp decommissioning fund as new member

Lithuania should join the International Ignalina Nuclear Power Plant (INPP) Decommissioning Support Fund (Ignalina IDSF) as a new member by mid-2007 under the draft amendment to the fund's regulations submitted to the Assembly of Contributors to Ignalina IDSF held in London in December.

"It means that Lithuania will be able to get more information and will have a greater say since it would have a vote," Arturas Dainius, the Economy Ministry Secretary, told BNS.

Bulgaria agrees to shut nuclear reactors

The Bulgarian government has agreed to close four of the six nuclear reactors at its Kozloduy plant by 2006 at the latest, the European Commission said today. The accord means all eight reactors classed as dangerous and "unupgradeable" that are located in countries due to join the EU will be decommissioned within a decade.

The EU has repeatedly stressed that the closure of the four Kozloduy reactors by 2002 would be a condition of Bulgaria's eventual entry into the bloc. But the Bulgarian government recently passed a law which would have seen the last reactor decommissioned only in 2010.

Reactor trip resulting from fast acting scram system (FASS) actuation

On 3 March 1998 unit 1 was in normal operation with thermal power of 2200 MW (equal to 50% of normal).
At 12.48 when the reactor control and protection system was subject to planned activity there was a spurious signal which actuated the Fast Acting Scram System (FASS) resulting in reactor trip. The spurious signal causes are currently under investigation.
Justification:
The fast reactor trip is an expected initial event. There is full availability of safety functions. This event is preliminarily classified on INES at level 0 according to Table II (A-1) INES user's manual

REACTOR SHUTDOWN BY THE FAST-ACTING SCRAM SYSTEM DUE TO SPURIOUS SIGNALS OF INCREASED PRESSURE IN THE ISOLATION CONTROL VALVES ROOM

On 9 February 1996 Ignalina NPP Unit 1 was under normal operation at the thermal power of 4100 MW. Electrical power of Turbogenerators TG-1/2 was 620 MW/680 MW respectively.
At 12:32 p.m. the reactor was shut down by the fast-acting scram system (FASS AZ-1) due to the signals of increased pressure in the isolation control valves room (Reactor Building Room 209). The signals were actuated by 2 of 4 pressure sensors.

MANUAL REACTOR SHUTDOWN DUE TO LEAKAGE IN BLEED WATER RETURN PIPELINE

On January 7, 1996 Ignalina-2 was under normal operation at the thermal power of 3400 MW. Electrical power of Turbogenerators TG-3/4 was 700 MW/350 MW respectively. At 11:05 am during a routine room patrol leakage was found in a bleed water return pipeline. The leakage was located in a region of a 10 mm diameter pressure tap tube which cannot be cut off.
As required by the Technical Specifications Unit 2 was unloaded and shut down at 14:35. The deviation caused neither on-site nor off-site radiation impcat.

OVEREXPOSURE OF OPERATOR DURING CALIBRATION OF IN-CORE SENSORS

On November 30, 1995 in in-core sensors where calibrated during operation of Unit 2 reactor at the thermal power of 3750 MW. While lowering a sensor, one of the involved operators entered the reactor hall and was inside for 1.5-2 minutes. The operator was exposed to 5 ber. Since the beginning of this year his accumulated dose has amounted to 5.3 ber that is above the specified annual man-rem dose limit.

AUTOMATIC REACTOR UNLOADING DUE TO SPURIOUS OPENINGS OF VALVES BETWEEN A GROUP OF ECCS PRESSURIZED TANKS AND REACTOR

On November 22, 1995 Ignalina 2 was under normal operation at the thermal power of 3750 MW. Electrical power of turbogenerators TG 3/4 was 500 MW/700 MW respectively. At 15:11 pm the fastacting valves between a group of the ECCS pressurized tanks and the reactor spuriously opened. The operator took notice of the opening and shut the valves off. The other two ECCS trains stayed in waiting mode. The opening caused the release of 12 tons of the water from the ECCS pressurized tanks. Reactor power was decreased by 450 MW to investigate the cause of the opening.

AUTOMATIC REACTOR UNLOADING DUE TO TURBOGENERATOR TRIP BY OPERATOR

On November 12, 1995 Ignalina NPP-1 was under normal operation at thermal power of 3100 MW. Electrical power of turbogenerators TG-1/2 was 650 MW/300 MW respectively. At 3:59 am the operator tripped TG-2. The automatic reactor protection system decreased the reactor power to 2400 MW.

INFRINGEMENT OF THE REACTOR PRIMARY CIRCUIT INTEGRITY

On November 3, 1994 at 0:30 am unit 1 was shut down due to a leak in the primary circuit. With reference to the standard monitoring system the leak rate is about 10 litres/hour. The leak is located in unattended reactor building compartment 409/2 with the suction and pressure headers and large diameter primary circuit piping situated therein. The allowable leak rate for this compartment is 120 litres/hour. The exact location of the leak will be determined after reactor cooldown.
