PARIS, Sept 25 (Reuters) - EDF has turned off the 1,300-megawatt Paluel power reactor 3 after fire broke out in the machine room in the non-nuclear part of the plant, it said on Friday.
The fire was put out and there were no casualties, it said.
PARIS, Feb 20 (Reuters) - EDF said on Wednesday its nuclear output availability rate dropped by 3.4 percentage points to 80.2 percent in 2007 due to heavy works on its steam generators and low production levels at its Paluel plant.
France imported "massive" levels of power to make up for a shortfall in nuclear power production in the country during October and the start of November, according to a report Monday.
The report in French daily Les Echos quotes Dominique Maillard, chairman of the French grid manager RTE, as saying state power company EDF is being forced to import "record levels" of power.

Exceeding the required operating limits, aggravated by safety culture problems |
On March 4, 1997 the reactor was in operation at full power, the operator realized that the neutronic flux distribution limits, set in the operating technical specifications, had been exceeded for several hours.

SUB-COOLING OF THE REACTOR COOLANT SYSTEM DURING A TEST |
A periodic test of the steam generator auxiliary feedwater system, combined with the presence of a steam valve which had failed to close fully, brought about a hence overrapid cooling of the reactor coolant system. The operator took immediate action to bring the reactor back to zero power and decided to inhibit the safety injection automatic triggering devices and the steam isolation devices, which he deemed to be useless in the circumstances.

DEFECT IN THE COATING OF THE SUMPS (1300 PLANTS) |
In accident conditions, the defects noticed on the coating of the sumps could have hindered the filtration of waters and hence distrubed the recirculation operation of the RIS and EAS systems.
This incident was classified as level 1 when the first defect was discovered. It is upgraded as level 2 since August 1st after a general expertise of the whole 1300 series.

IMPACT ON SAFETY DUE TO PARTIAL INOPERABILITY OF THE LONG TERM COOLING SYSTEM (WATER SUMP FILTERS) |
Anomaly detected by an inspector of the regulatory body. Filters of the water sump on the containment building were not properly installed to prevent safety pumps from sucking debris. This system is expected to inject cooling water to the reactor core after a major rupture of primary piping.
