Increase in the gamma background in front of the reactor building of unit 3

The unit was in refuelling outage. All fuel assemblies were stored in the Spent Fuel Pool. The Removable Core Cage - RCC (Basket) was removed from the core and placed in Reactor Internals Storage Shaft (RISS). This is a special shaft in the reactor hall, located close to the Spent Fuel Pool and used for temporary storage of reactor internals during major refuelling.
At midnight on 28.08.2000, the gamma detector of the Gamma Background Information Display System, situated on the front wall of the Auxiliary Administrative Building 2 (located directly in front of unit 3) detected increase in the gamma background over the control set point of 0.30 micro Sv/h. The reason for the increase in the gamma background was the decrease in the water level of the RIS Shaft, where the removable core cage (basket) was located at that time.
The maximum measured gamma rate was 11.0 micro Sv/h.
Procedures' and instructions' deficiencies, malfunctioning (leakage) of the drain valve and error of the operating personnel caused the decrease in the water level of RISS.
During the event there was no exceeding of the individual dose limits. the provisional rating of the event is level 1, according to the Scale.
